U.S. TO PAY PARALYZED MEXICAN
The United States Drug Enforcement Administration will pay $1.75 million
in damages to a Mexican migrant shot and paralyzed by one of its agents,
Mexico's foreign ministry said. Two years ago, the agent, Wilburt
Honeycutt, shot Abecnego Monje Ortiz, then 18, as he tried to cross into
Texas. Mr. Honeycutt is serving a 15-year prison term for aggravated
assault.
