CAR SEIZED; CAB DRIVER ARRESTED ON DRUG CHARGES

PATERSON -- A taxi driver who allegedly picked up cocaine and heroin
instead of a fare on Governor Street was arrested on drug charges. His taxi
was seized by narcotics detectives who had the location staked out in
response to residents' complaints about illegal drug activity.

Kenneth Bakker, 49, of Village Road in Pequannock, a driver for Yellow Cab
Co. of Cianci Street in Paterson, was between calls when he was arrested in
front of 187 Governor St. late Thursday, police said.

The location was described as a "high drug area" by police.

Bakker, who was charged with possession of cocaine and heroin, allegedly
bought the drugs from Isaac Holley, 28, of East 22nd Street.

Detectives stopped the taxi at Memorial Drive and Bridge Street four blocks
away, police said.

Holley was charged with possession of cocaine and heroin, possession with
intent to distribute, and possession within 1,000 feet of a school, police
said. Detectives seized $350 worth of drugs from Holley and $407 as alleged
drug proceeds.

The taxi, a 1994 Ford Crown Victoria, was seized by detectives and will be
impounded, pending an investigation by the city's Taxi Enforcement
Division, which issues hack licenses, police said.
