CUTTING INTO REHABILITATION

Since Oregon already has more prison beds than prisoners, it is quite
astonishing that there is even a need for a Bill extending the
moratorium on shipping prisoners out of state (amended House Bill
2095).

National studies tell us that 80 percent of prisoners in the United
States are non-violent and in prison because of some form of
substance abuse. They don't need expensive steel cages and around
the clock guarding. They need medical attention, education and
opportunity for a healthier lifestyle.

Cutting back, as the Department of Corrections is doing on the above,
is harmful and much more costly. We can and must do a much better
job of rehabilitation of those among us who make mistakes. Please
let your senator and representative hear from you on the above.
