ROCK BACK WITH PLAN FOR POT USE

Prostate Cancer Surgery Success

OTTAWA -- Health Minister Allan Rock returned to work yesterday, two
months after he successfully underwent surgery for prostate cancer. "It's
(my health) is great," declared Rock, 53, as he left cabinet.

"The surgery was a complete success and I have a cure which, you know when
it comes to cancer, you got to consider yourself lucky to have a complete
cure."

Rock is one of three current MPs who have been afflicted with prostate
cancer -- including Toronto Liberal MP Jim Peterson, and former Reform
leader Preston Manning.

Rock, who received a standing ovation before question period began in the
House, extended his thanks to the many Canadians who sent their good wishes
during his recovery.

"It's great to be back at work. On behalf of Debbie and myself to all
Canadians who expressed warm best wishes - we sincerely appreciated it."

Meanwhile, Rock said he expects to release the new regulations around the
use of marijuana for medical purposes by the end of this week. He refused
to reveal details of the new rules except to say they will make access easier.

"When we first announced we'd make marijuana available for medical purpose
it was because some people believe that for those who are seriously ill or
in discomfort, it can be of assistance.

'COMPASSION'

"So it was based on compassion that we made it available. The steps we
propose in the regulations which will be tabled later this week will be
intended to carry through on that in a very practical way," he said.

Alliance leader Stockwell Day said his party supports the use of marijuana
for medical purposes, but the regulations must be clear about who qualifies.
