Robert Downey Jr., the actor whose legal troubles with drugs date from
1996, will face only parole violation charges after his arrest last month
in Culver City, Calif., for investigation of being under the influence of
cocaine, and state officials said they plan only to strengthen the
conditions of his parole, but he faces drug charges arising from a November
arrest at a Palm Springs hotel.
