Advantage: Canada

Halifax -- Regarding the possibility of marijuana decriminalization
(editorial -- May 21), why have we not yet heard discussion of its
potential to reverse the brain drain to the United States? Perhaps
Industry Canada should work out how many high-tech jobs Canada might
gain if software engineers could work 80 hours per week without fear
of jail time (plus separation from their beloved computer monitors).
This is to say nothing about the movie and music industries, among
others.
