Toronto -- In Why Decriminalization Is The Wisest Course (editorial --
June 4), you say that "virtually all users of heroin and cocaine start
by using marijuana or hashish." A myriad of studies show that this is
untrue. I suggest the following statement would be more accurate:
"Virtually all users of cocaine and heroin start by using tobacco or
alcohol."
