CANDIDATES FOR RELEASE

Editor -- Surely there is a way to distinguish violent from nonviolent
drug offenders and to create drug treatment programs that get at the
underlying reasons for drug abuse. It makes no sense to send drug
users to jail, when rehab, treatment and support services are what is
really needed.

I hope that the governor will grant early release to nonviolent drug
users, and that he will also mandate support services to help keep
them away from illegal drugs and to help them find housing and jobs.
