RETHINK DRUG WAR
Global terrorism represents an entirely new challenge for the United States.
It calls for fresh thinking and creative responses.
We need to eliminate the financial resources of the Taliban and Al Qaeda.
Afghanistan produces the majority of the world's heroin, and the Taliban is
predominantly financed by the international drug trade. Since the battle
against terrorism is going to be long term, doesn't this mean that we need
to revisit our thinking about the war on drugs? Should we continue to view
that as a military conflict, or is now the time to approach it as the
complex social problem it really is?
