Stutter: when the vox are cut up and repeated in rapid succession. By ALL stutter I mean ALL the vox throughout the track instead of just bits of it. What I liked in the example I gave was the fact that there are no recognizable lyrics, the vocals are used as an abstract sound sample.

I have no idea what you mean by political boundaries, I was just pointing out a technical effect / vox manipulation. Check my example and it will become clear.
