There's a need for naming/labelling/classifying music in order to facilitate discussion, exchange, and sale, among others. Such names can change in time, as you said, and also in space (geographically), and even according to subculture/trend/people... which is why two people in the same town may be calling a genre differently.

There's also the problem of how people classify, but it's another thing: it can come from a sloppy definition of a genre, or simply from the fact that everybody doesn't listen to music the same way.
For some people, having a wobble in a hardtechno track could make it "dubstep"; in the same fashion, having a blast beat on drums automatically means "black or death metal" to some people. This use of metonymy is probably the most common source of "errors" by us, human beings, would it be in our own brain's classification process or in the words we express (for anything, not only music). At the same time, this is somehow our trademark :) "that's what makes us humans", some might say :P

For example, you said that wobbles is what makes a tune "dubstep"; I disagree with that, since there were no wobbles at all in the first years of dubstep. Moreover there are still many "dubstep" tracks that do not use wobbles at all! Dubstep can be ambient, minimal, reggae, tribal, abstract, uk garage, etc. and never use any wobble.

As for labelling squarepusher and david guetta as "techno": this is simply a coarse level of classification. At the top you have "music", then you can have "jazz" or "reggae" or "classical" or rock"; at this same level, electronic music is often called "techno" or "electronic"... which you could divide in dozens of genres, over and over :) Then again, is david guetta house or techno or club or...? Is squarepusher IDM or braindance or electronica or experimental or...?
