Cycling Ip Addresses?

Is it somehow possible for someone to have a cycling IP address without their knowing?

If the network is running off a dhcp server then it could be because the server is experience lot of traffic and is unstable. |

152.163.253.* and 152.163.252.* it'll ban the whole ISP probally. |

maybe it's with dial up?
Also there are better ways to be illusive: eg. connect to the site using a rotating list of proxies :D |
