"monitory crime" does not actually make sense. yes, one can monitor crime, but crime in itself is not monitory.

show me one sentence where "monitory crime" is used - those two words together - as you just described. I've googled it for you...

what you'll find is a lot a lot of references to this scam, because they made a spelling mistake.

However, one could use the term "monetary crime", especially in reference to a banking scam. It's clumsy English, and sounds pretty suspect, but it does technically make sense. The other does not.
