It is, actually. She's holding it high with the umbilical cord still on. It's the same principle as siphoning gas out of a car. Look at how blue the kids feet and legs are - that's because of massive blood loss.

You are at least somewhat right. It's not outright killing the baby, but it's absolutely not what a person should do.

While the cord remains intact, elevation of the fetus above the level of the placenta (for example, resting on the mother's abdomen) results in some pooling of newborn blood within the placenta and can make the baby somewhat anemic. Holding the baby below the level of the placenta results in pooling of placental blood within the newborn. This isn't good either, as the rapid homolysis of the fetal hemoglobin can lead to increased problems with neonatal jaundice. It is better to keep the baby more or less level with the placenta until the cord is clamped.

ahh ok. either way, its not going to kill the child. once the placenta is passed and detached from the mother, the childs body starts to work for its self. thats why doctors no longer rush to cut the cord.

they still clamp it, though, because blood can still come out of the baby through the cord, which isn't healthy. You're not supposed to elevate the baby until the cord has at least been clamped, and judging by the bed and air conditioner, I'm guessing this wasn't something done by a doctor in a hospital with all the proper equipment.
