| i think you guys should develop some kind of round-robin rousseau-esque parliamentary system for choosing the electoral governors and establishing consitutional rules concerning veto power and such.
once this is done, it's simply a matter of instituting an electoral college with senatorial control, and then pass all votes through both chambers 3 times.
