Surveys suggest the military's tough antidrug policy, including
discharges for soldiers caught using drugs, has cut usage as much as
16% below that at civilian employers, a National Bureau of Economic
Research study says. But the authors wonder if the gains are worth the
cost of replacing fired workers.
