A Bakersfield father is accused of biting out one of the eyes of his small child and similarly mutilating the other eye, leaving the child blind.

After attacking the child, 34-year-old Angel Vidal Mendoza Sr. quickly left his apartment in a wheelchair, entered a backyard of a nearby vacant home and attacked his own legs with an ax, severely injuring himself, Bakersfield police reported.

The child, 4-year-old Angelo Mendoza Jr., later told police, "My daddy ate my eyes."

Doctors at Mercy Hospital said it is unknown whether the child will regain vision in his right eye.

Child Protective Services cannot discuss the case, CPS program director Brian Parnell said. But in cases of serious abuse, the child is taken into protective custody, he said.

Some foster homes have specialized medical training, but more such people are needed, he said.

The boy's mother, Desirae Marie Bermudez, 23, was not present during the incident. There is a $15,000 warrant for her arrest for failing to complete a drug treatment program in late 2008, court documents say.

A search warrant report said the father "was displaying symptoms of being under the influence of PCP."

Both he and Bermudez were charged with being under the influence of PCP in a 2006 criminal case. Both pleaded no contest to child endangerment charges in that case, records say.

So why was the boy still living with the father?

CPS officials say there has to pretty much be serious physical abuse -- major bruises or broken bones -- before a child is taken away from his parents automatically.

In cases where parents are using drugs, CPS will definitely check on the child, Parnell said. But they won't necessarily remove the child. That all depends on the extent of the drug abuse or the availability of other care -- relatives or neighbors -- for the children, he said.

The incident happened in the early evening of April 28 at the apartment the father and son share at 422 Ohio Drive near Terrace Way and Madison Street in southeast Bakersfield.

Police and search warrant reports say:

On the morning of April 28, Mendoza asked neighbor Elizabeth Rodriguez, 36, for a ride to a work-related appointment later in the day.

At 6 p.m., she sent her 12-year-old son to get Mendoza. The boy said Mendoza opened his door slightly and looked nervous, but didn't let him in. Mendoza said he would be right out.

But a few minutes later, Rodriguez saw Mendoza rolling his wheelchair quickly away.

The 12-year-old boy and another neighbor went to Mendoza's apartment and discovered the child on the floor.

Meanwhile, witnesses told police a man was yelling and screaming in a wheelchair from the backyard and hitting his legs with an ax.

Mendoza, who remains in custody in lieu of $1 million bail, is charged with mayhem, torture, child cruelty and inflicting an injury to a child.

He's scheduled for a May 20 hearing.

His criminal history dates back to 1998 and includes convictions for drugs, battery, check forgery and a misdemeanor child endangerment.

PCP, or as it is known in montreal, "mescalins", is a dissassociative psychedelic. It makes you hallucinate but also makes you feel out of your body at higher doses. It's infamous for stories of people's bizarre and sometimes violent behaviour while under its influence.

I did mescaline once in high school. it was fun. we were out in the country and we all took some. I remember running through a field at night and it seemed like low gravity. felt like I was walking on the moon =)

the transition to sober was very chill and smooth too. felt totally fine after

There's usually a pre-existing condition and the drugs help bring it out. One summer at Eclipse a friend of ours almost went psycho while doing K. It was fkn scary!

ya. that's called the diathesis-stress model (nature-environment)

a genetic predisposition to a condition which manifests itself as a result of environmental stressors

I knew a guy in highschool who did shit loads of really harmful drugs.

thing is though he was already showing schizoid personality traits.

the tipping point of stress was when he did peyote with a bunch of guys. they all split up, stripped down to their underwear and got lost in the woods near my house... in varying degrees of drug-induced psychosis. the one guy, though... he was out there 2 days before they found him

so ya. everyone else got detoxed in hospital and recovered from the temporary insanity.

but since he already had a major pre-disposition to psychosis, it lingered for a long long time.

i remember he told me weeks later that he thought my cat was using ESP to talk to him, and, also, that he thought his hands were sometimes covered in fuzz

fortunately, he eventually got better .. but it's a good example of drugs activating a pre-existing fault line in the brain

A mental disorder or mental illness is a psychological or behavioral pattern that occurs in an individual and is thought to cause distress or disability that is not expected as part of normal development or culture.

This definition was documented at some relevent place but I forgot where so it's from Wikipedia.

I'd like to emphasize the end of it : "that is not expected as part of [...] culture".

I would define mental illness as behaviour which becomes pathological - ie - injurious, harmful, detrimental to the individual's well-being and desired lifestyle

it's very complicated though....

who gets to decide what is or in't good for the individual? who gets to define deviant behaviour?

obviously these labels can be used as a weapon to isolate and stigmatize an individual..

and in the case of psychopaths... their desired lifestyle is fundamentally parasitic and predatory.

the predation can be as benign as pilfering money and possessions from friends, or as serious as threats, assaults, robbery and murder

they enjoy manipulating, exploiting and hurting those around them, to varying degrees... and don't feel a shred of remorse.

they would hardly see themselves as mentally ill... far from it. psychopaths are proud of their skill at manipulating "suckers". so proud that they often brag of it (others are wise enough to keep their evil pride to themselves, and are thus far more sucessful in their cons)

many of these psychopathic traits can and are considered advantageous if one seeks a leadership position in politics or the corporate world, or even the DJ scene.

so society actually rewards some, while punishing others... for possessing the very same manipulative predatory traits

it's funny how deviance is defined, and how accepting some people can be of the status quo

labelling theory is very interesting

anyway.. much more to it than that, - for example... in some environments, the antisocial personality is clearly shaped by it's surroundings, rathern than born from the womb with a predator's soul (hence the alternate sociopath/psychopath diagnostic terminology, wich essentially decribes the same behaviour)

the interplay of nature and nurture in these sorts of individuals is much-debated and so complex. really interesting stuff ... but it's gettin late, and I'm out

My underlying issue was with mental state and the development of those affected by it.

Another issue is with the mental health system, that is seriously flawed, psychiatrist have list of symptoms for illnesses and identify affliction by observing 2/3 of those on an individual ; also the tangible antipathy of a good portion of mental health workers ; this a cause of concern for the vulnerability of those in this predicament. I'd compare this to hypnotizing someone and not exercising due diligence.

Observing that mental anguish, as opposed to illness, is such a problem in our society : suicide, burn out, anguish to the point of ineptitude, ... Antipathy toward such vulnerability is problematic for the least, especially when you consider the salary of such workers !

You'll also note the prevalence of "organic" in the diagnostics meaning probably a big part of the problem but not sure, could be something else that's like it. I'd sure like to have an "organic" estimation, I'd have overruns like the government have so much.

When I was 17 during a lunch break at school I had a joint unknowingly dipped in pcp.
I ended up going blind for over 8 hours and while trying to find the girls washroom I smashed my head and was found unconscious in the boys
washroom with graffic visuals.
I couldnt actually see reality.
Scary thing
Havnt even considered touching it since
