7 JOIN U.S. LIST OF DRUG KINGPINS

WASHINGTON - President Bush on Friday added seven men - three of them
Mexican citizens - to the United States' list of overseas drug kingpins
targeted with special sanctions.

"This action underscores our determination to do everything possible to
fight drug traffickers, undermine their operations and end the suffering
that trade in illicit drugs inflicts on Americans and people around the
world," White House deputy press secretary Scott McClellan said.

Under the 1999 Drug Kingpin Act, the identified drug traffickers and their
related businesses are denied access to the U.S. financial system and all
trade and transactions involving U.S. companies and individuals.

Twenty-four individuals were already subject to the law's sanctions. Bush
added to the list:

Ismael Zambada Garcia of Mexico. There are two pending warrants for his
arrest in Mexico, where he is charged with narcotics trafficking, bribery
and organized crime.

Eduardo Gonzalez Quirarte of Mexico. He was indicted by a federal grand
jury in Texas in 1994 on cocaine, marijuana and money laundering charges.

Mario Ernesto Villanueva Madrid of Mexico. A federal grand jury in New York
indicted Villanueva Madrid in January for allegedly importing more than 200
tons of cocaine.

Luis Fernando Da Costa of Brazil. He was indicted in March by a federal
grand jury in Washington on charges of conspiracy to import cocaine.

Oded Tuito, who holds both French and Israeli citizenship. He has several
indictments pending against him for allegedly trafficking in ecstasy,
cocaine and marijuana.

Haji Ibrahim of Pakistan. He was indicted by a federal grand jury in New
Jersey in 1998 on heroin charges.

Samuel Knowles of The Bahamas. He has twice been indicted on cocaine and
marijuana smuggling charges.
