LOTS OF HELICOPTERS, WHY NOT USE ONE FOR A MEDEVAC?

I am a newcomer to Maui. There is something I am curious about.

I know there are helicopters here flying around trying to spot marijuana
patches. Maui needs an emergency medical transport helicopter.

Why can't the state outfit one of these drug helicopters so that it would be
on call to transport emergencies to hospitals?
