GOVERNOR RELEASES POSITION ON VARIOUS BALLOT PROPOSITIONS

SACRAMENTO -- Less than a week before Tuesday's election, Gov. Gray Davis
has followed top law enforcement officials in opposing Proposition 36,
which would require treatment instead of incarceration for many drug users.

He also supports a campaign finance measure backed by legislative leaders,
over the objections of reformers who say Proposition 34 would supersede
tougher restrictions pending in the courts. The measure would not affect
Davis because it would not take effect for statewide offices until 2002.

He also opposes Proposition 37, which supporters say would bar state and
local governments from disguising certain taxes as fees.

Davis favors Proposition 32, to let the state offer $500 million worth of
low-interest home loans to veterans, and Proposition 33, to let state
legislators participate in the state employee pension program.

He took no position on Proposition 35, which would let state and local
governments use private architects and engineers for public works projects.

Davis released his positions late yesterday in a statement labeling each
proposition "yes," "no," or "no position," with no other explanation.

Davis has been vocal only on two school-related propositions, opposing
Proposition 38, a school voucher initiative, and supporting Proposition 39,
which would make it easier to pass school bonds.
