DRUG DEBATE PUT INTO ACTION

New Mexico Gov. Gary Johnson has received national criticism for his
support of drug legalization. We have stated repeatedly a difference of
opinion with Johnson regarding the issue of legalizing drugs in order to
reduce crime and improve treatment for drug offenders.

The elements of responsibility and accountability must be realized
regarding illegal drug use, which is a primary reason the criminal nature
of such illegal activities must be recognized. However, the denial of
treatment for drug offenders must also be a priority to a degree.

California may very well determine to what degree.

Earlier this month, California voters approved Proposition 36, which will
create the most ambitious and possibly expensive drug treatment program in
U.S. history.

Instead of prison, drug offenders, an estimated 36,000 a year in
California, will receive treatment that will cost at least $120 million a year.

Johnson has been an ardent supporter of legislation favoring treatment over
incarceration. The success, or lack thereof, in California could set a
precedent in what has become a national debate.

The unavailability of treatment is not a preferable option, but neither is
the removal of responsibility and the accompanying consequences under law.
