I don't think you can negotiate the price of the ticket. You either get to pay the fine or you don't. If what you said in the OP is 100% true, then you don't deserve to pay. Can they prove beyond a reasonable doubt that that is indeed your recycling bin? Usually the key is bills or any letters with your name and address on them. Dunno about the bin though, all I can say is GL.

That's a misconception, do you really think they dont clean the plastic before processing it??? They chop it up to pieces and rince it big time. Would you trust the entire population to clean all of that thouroughly?

And where do you get this 10% bs statistic? I know that alot of people throw ANYTHING in there, I've actually seen a recylcling factory worker on TV showing what he found in the recycling bags and one of the items was a used diaper... People need to learn what can and cannot be recycled. As for the pop can or bottle, it will be cleaned anyways, that doesnt mean I don't rince my shit, but if there's residue it will get cleaned anyways, one bottle ain't gonna "contaminate" teh whole lot.
