May 27, 2004 | WASHINGTON - America's prison population grew by 2.9 percent last year, to almost 2.1 million inmates, with one of every 75 men living in prison or jail.
The inmate population continued its rise despite a fall in the crime rate and many states' efforts to reduce some sentences, especially for low-level drug offenders. The report issued Thursday by the Justice Department's Bureau of Justice Statistics attributes much of the increase to get-tough policies enacted during the 1980s and '90s, such as mandatory drug sentences, "three-strikes-and-you're-out" laws for repeat offenders, and "truth-in-sentencing laws" that restrict early releases. Whether that's good or bad depends on whom is asked. Today's Daypass sponsored by GE "The prison system just grows like a weed in the yard," said Vincent Schiraldi, executive director of the Justice Policy Institute, which pushes for a more lenient system. Without reforms, he said, prison populations will continue to grow "almost as if they are on autopilot, regardless of their high costs and disappointing crime-control impact." But Attorney General John Ashcroft said the report shows the success of efforts to take hard-core criminals off the streets. "It is no accident that violent crime is at a 30-year low while prison population is up," Ashcroft said. "Violent and recidivist criminals are getting tough sentences while law-abiding Americans are enjoying unprecedented safety." There were 715 inmates for every 100,000 U.S. residents at midyear in 2003, up from 703 a year earlier, the report found. The nation's incarceration rate tops the world, according to The Sentencing Project, another group that promotes alternatives to prison. That compares with a rate of 169 per 100,000 residents in Mexico, 116 in Canada and 143 for England and Wales. Russia's prison population, which once rivaled the United States', has dropped to 584 per 100,000 because of prisoner amnesties in recent years, the group said. The U.S. inmate population in 2003 grew at its fastest pace in four years. The number of inmates increased 1.8 percent in state prisons, 7.1 percent in federal prisons and 3.9 percent in local jails. In 2003, 68 percent of prison and jail inmates were members of racial or ethnic minorities, the government said. An estimated 12 percent of all black men in their 20s were in jails or prisons, as were 3.7 percent of Hispanic men and 1.6 percent of white men in that age group, according to the report. The report also said: --The number of women in state and federal prisons grew by 5 percent, compared to a 2.7 percent increase for men. Still, men greatly outnumber women: 1.36 million to 100,102. --Local jails held 691,301 inmates. --The inmate population in 10 states increased at least 5 percent. Some of the smallest state prison systems saw the largest increase: Vermont's grew by 12.2 percent, Minnesota was up 9.4 percent and Maine 9.1 percent. --Only nine states logged a decrease in prison population, led by Rhode Island with a 3.4 percent drop; Arkansas, 2.2 percent; and Montana, 2.1 percent. |

in my opinion, prisons create criminals...take someone who got "3 strikes" for pot. Throw him in jail....he hangs out with real criminals, has to harden himself or be eaten and beaten. When he comes out he is definitely gonna be a different person.
I saw some documentary on prisons awhile back and i think it was Finland or Sweden or something that had a "prison" where the inmates worked, cooked...etc and if they really wanted too, they could just escape by walking to the nearest town. But they didn't. The quality of life in the prison was fantastic (which kinda bothers me, why should a prisoner be living better than myself?) which made them want to stay and get better. Some people cannot be reformed, they are too far gone but i like the idea of a prison that teaches criminals how to function "normally" (ie societies standards) It's funny how some people go to jail for having pot while i've known people who have 30-40 assault charges (for randomly beating the shit out of someone) who are walking the streets as i write this.... Another thing is self defense. A friend of mine got jumped by 3 guys at a metro station, managed to fight them off and they charged him with assault. That's fucked. I believe that when you attack someone, you give up any rights you have. If i jump you and you hurt me, why should i be able to say you hurt me and press charges? I jumped you and by doing so i should accept the consequences. ...hmmm....there's so many things wrong with our system, it's no longer about truth, it's about precedent. |

well, there's self defence, then there's revenge..
if someone jumped me, then i fended em off, that's one thing.. but once i did that, i can't go over and stomp on the guy's head and break all his teeth... |

my buddy didn't beat them down after, they pressed charges because he landed some good punches (he's a big guy). The only reason he got off was due to spending $5000 on a good lawyer.
The same thing happened to one of his friends but he went with a public defender and lost, got charged for assault. I still believe that if you jump somebody you are choosing to give up your rights....you can't expect someone who is defending themselves to pull their punch in the heat of the moment. That's plain dumb. What if he holds back and because of it he gets beaten to death by 3 guys? Oooooh, he took the high road and chose not to hurt them. What a great guy he WAS. Fuck that. If someone jumps me, they have to be prepared to die cuz i'll defend myself and i won't hold back. Worrying about hurting myy assailants will only get me beaten/killed. |

im with Fred, self defense totally justifies any means necessary. and once you got em down, instead of stomping at the teeth which is visible and not that efficient, why not give him some good kicks in the stomache/solar plexus area... less visible, much more potential damage.
and if someone tries to kill you, especially with a weapon, dont tell me you wont snap his neck if you get him in a good hold. |

The truth of the matter here is nobody here would have a chance against a prison gang beating the shit out of them...
You won't be facing one guy, you will be facing 15 hardened psycho paths who do nothing put lift weights, drink pruno, and be really pissed off.. If you are lucky to crack one of their skulls open you might survive but chances are that won't happen, and don't expect the guards to care what you do... The moral of the story is, if you are doing something illegal, make you it also brings in a lot of money... Because if you can afford a good lawyer you don't have too much to worry about... |
